The Utah House resolution further states that "the gradual creation of such as the North American Union from a merger of the United States, Mexico, and Canada would be a direct threat to the United States Constitution & the national independence of the United States and would imply an eventual end to the national borders within North America". The Utah House also urges the U.S. Congress to oppose the SPP and any other measures leading to creation of a North American Union. Rep. Virgil Goode Virginia Republican, has introduced a resolution in the U.S. House of Representatives (H-CON resolution 40) expressing the sense of Congress that the United States should not engage in construction of a North American free Trade agreement or superhighway system or enter into a North American Union with Mexico and Canada.
